Menus
A menu is a heading in your storefront navigation. Custom Pages sit under menus, so this is where your site structure starts.

Creating a menu
Add Menu takes:

The Translations section holds the title per language. A visitor browsing in a language you leave out sees the title in your platform's default language, or failing that English, or whichever language you did write.
The two rules that trip people up
The panel's Menu Creation Guide says "Only menus in the header can have links", but the form offers Add Link only when Position is Footer. A footer column on the storefront lists the pages under the menu, not the menu's own link, so a link on a footer menu is not shown to visitors.
Choose one or the other: a menu is either a link, or a heading that pages sit under. Custom Pages offers only menus without a link, and a menu that already has pages cannot be given one.

No header layout displays Header menus at the moment. Pages under one still open at their own address, but visitors find no link to them. Use Footer or Hamburger for pages you want visitors to reach.
The required footer columns
Every store starts with two Footer menus: Information, with Terms & Conditions, Privacy Policy, Refund Guide and FAQs, and Company, with Contact Us. Their links lead to the matching pages of your help centre. You can edit them and add pages under them, but you cannot delete these two menus or their pages: the panel answers "This footer column is required and cannot be deleted." Their titles are in English until you add other languages in Translations.
Priority
The screen includes a Menu Creation Guide with a suggested order:

The list
Menus are shown as cards with their title, position, display order priority, link and creation date. Search by title, sort newest or oldest, and edit or delete from each card.
The confirmation says so. Move or recreate its pages first if you need them. The two required footer columns cannot be deleted.
How menus and pages fit together
Questions
My menu is empty on the storefront. It has no pages under it. A footer menu shows its title with nothing under it; a hamburger menu with no pages is left out. If the menu is a Header menu, it is not shown at all yet.
Can I nest a menu inside another? No. Menus are one level, with pages under them.
Can I reorder pages within a menu? Yes — each page has its own Display Order Priority, set in Custom Pages.
Can I have the same menu in both header and footer? Create two menus with the same title and different positions.
Where do refund and terms pages live? They already exist — see Content Pages. To list one under a menu, add a page with a link to it in Custom Pages.
Do I need a menu for my blog? No. While the blog is on, the storefront adds a Blog link to the hamburger menu by itself — see Blog.
